Desde que en 1995 se inicia el “Proceso de Barcelona” se han producido cambios significativos y algunas iniciativas han determinado, en este tiempo, las relaciones euromediterráneas en aspectos tan específicos como las relaciones exteriores o la cooperación. Se impone, por tanto, una relectura crítica de los actuales fundamentos históricos, culturales, políticos, económicos y sociales de la zona EuroMed. Especialmente, ahora que Francia ha asumido la Presidencia de turno y propuesto la figura “Unión para el Mediterráneo”, que ha sido respaldada por la Comisaria Ferrero-Waldner en el Consejo Europeo de Primavera y por significativos líderes de la EU en la Cumbre Inaugural de Paris del pasado 13 de Julio. Since 1995, when the Barcelona Process commenced, significant changes have taken place and some initiatives have determined the Euro-Mediterranean relations in respect of foreign relations and cooperation. Therefore, it is imperative that a critical analysis is made today, concerning the historical, cultural, political, economic and social foundations of the Euro-Mediterranean zone. Especially now, that France has assumed de Presidency of the EU and has proposed the concept of “Union for the Mediterranean”, which has been supported by Commissioner Ferrero-Waldner at the Spring European Council, and by other outstanding leaders of the EU at the Inaugural Summit on the 13th of July 2008 in Paris.
